Poverty remains a complex and multidimensional issue that cannot be effectively addressed through fragmented sectoral approaches. This study examines sharia-based social innovation in strengthening the integrated empowerment model of Islamic philanthropy through the case of Zona Madina developed by Dompet Dhuafa. Using a qualitative case study approach through interviews, observations and document analysis. The analysis is conducted from the perspective of maqāṣid al-sharī‘ah and Islamic economic governance to understand the transformation of Islamic philanthropy from consumptive charity toward integrated empowerment to support sustainable community empowerment. The results indicate that while the innovation effectively merges diverse services such as educational, healthcare, economic, social and religious programs are integrated with revenue-generating tactics, hurdles persist in synchronizing programs with grassroots requirements. This study recommends that Islamic philanthropic institutions strengthen and reinforce sharia-based governance perspectives and multi-actor collaboration to overcome program fragmentation, thereby enhancing the realization of maqāṣid al-sharī‘ah in social welfare development.
