External trade restrictions raise questions not only about agricultural development but also about the legal design of measures intended to reduce dependence on critical imports. This study examines these issues in the Republic of Tatarstan by combining commodity-level import analysis, an econometric framework and a documentary analysis of agricultural policy and import regulation. The economic time-series framework covers 2010–2021, while the detailed descriptive assessment concerns 2017–2021. Critical-import exposure is screened using an analytical threshold of more than 50% of commodity imports originating from jurisdictions included in a specified legal classification. For machinery under Commodity Nomenclature for Foreign Economic Activity code 8433, non-CIS countries accounted for 98.5% of import value in 2021. Separately, retrospective classification of the country-level entries against Government Order No. 430-r of 5 March 2022 yields approximately 88.1% from listed jurisdictions. These indicators must not be treated as interchangeable. The analysis connects import concentration with the design of targeted agricultural support, supplier diversification and legally compliant parallel-import arrangements. It argues that economic exposure can inform regulatory priorities but does not itself establish a legal prohibition, prove causal effects or determine the proportionality of intervention. The proposed approach supports a combination of transparent monitoring, selective technological substitution and diversification rather than indiscriminate restrictions on imports.
